Da li smo spremni za pametne gradove?

Savremeni grad suočava se sa bezbroj izazova. Klimatske promene, pristup resursima poput vode i hrane. Gradovima je potreban pristup sve većim količinama energije za podršku urbanom načinu života. Gradsko stanovništvo raste i stari. Infrastrukture stare i propadaju zbog nedovoljnog održavanja. Gradovi proizvode sve veće količine otpada. Na koji način pametni gradovi izlaze na kraj s ovim izazovima?

 

Savremeni gradovi su, kao centri tehnoloških inovacija, pokretači različitih društveno-ekonomskih procesa na lokalnom, i na nivou globalne ekonomije. Ključno je da istaknemo baš ovo „različitih“ zato što ne govorimo samo o napretku. Moderne sredine istovremeno se suočavaju i sa mnogim destruktivnim efektima svog brzog rasta. Uticaj urbanizacije, koja opterećuje osnovnu infrastrukturu, praćen je i ekološkim uticajem sve ekstremnijih vremenskih događaja povezanih sa globalnim klimatskim promenama.

Koncept pametnih gradova kao globalni izazov ima da kompleksne sisteme, kakvi moderni gradovi jesu, izbalansiraju za dobrobit svih aktera javnog života. Pojedinačno posmatrano, najveći zadaci jesu da se poboljša životni standard, smanji socijalna nejednakost i zaštiti životna sredina, a sve to bazirano na efikasnom upravljanju. Sa kvalitetnom i stabilnom osnovom, pametni gradovi mogu da se učine otpornijim, sposobnijim da se brzo prilagode i  pronađu alternative kada postojeća rešenja ne funkionišu.

 

Prvi nivo odgovora na sve pomenute izazove, je masovno prikupljanje podataka i njihova transformacija u informacije koje omogućavaju poboljšanje urbanog upravljanja. To ipak nije dovoljno. Da bismo mogli da ga smatramo celovitim odgovorom na savremene probleme, pametni grad treba da doprinese ravnoteži socijalnih, ekonomskih, ekoloških, ljudskih, kulturnih i tehnoloških faktora.

 

 

Uobičajena definicija “Pametnog grada” odnosi se na upotrebu IoT tehnologija u urbanom području kako bi se poboljšalo funkcionisanje grada. Na koje sve načine i u kom vidu pametni gradovi mogu olakšati život u gradu?

 

Da krenemo od jednog od najočiglednijih problema današnjice – saobraćaj. Ovaj gorući problem gusto naseljenih urbanih sredina jedna je od oblasti gde su rezultati primene novih tehnologija najvidljiviji.

 

Pametni saobraćajni sistem u osnovi kontroliše semafore kako bi obezbedio optimalan protok. Sistem otkriva zagušenja pomoću specijalnih detektora koji su povezani sa centralnim sistemom upravljanja. Pored toga održivi sistem transporta postiže se uvođenjem semafora sa prioritetnim autobuskim programom, kao i davanje posebnih uređaja, starijim osobama i osobama slabije pokretljivosti koje im omogućavaju da produže trajanje zelenog svetla za pešake.

 

Na području EU postoji inicijativa za uvođenje električnih automatizovanih vozila koja bi služila kao dopuna javnom prevozu i pomogla da se preveze veći broj ljudi, u odnosu na broj koji se preveze privatnim automobilima. Osim što povećavaju sigurnost u saobraćaju, procena je da bi ovakav način organizacije prevoza mogao da smanji potrebu za ličnim automobilima za više od 250 miliona. To bi, sa svoje strane imalo pozitivan uticaj na smanjenje gužvi, nivoa buke u gradovima, emisije gasova i zagađenosti vazduha.

 

Još jedna važna oblast u kojoj tehnologija pametnih gradova može da doprinese održivom razvoju je potrošnja električne energije, naročito ako uzmemo u obzir podatak da 60 – 80% ukupno proizvedene električne energije troše upravo gradovi.

 

Dobar primer za to je Singapur, u kome se radi na projektu Pametna kuća. Cilj projekta je da zgrade učini samostalnim u proizvodnji, skladištenju i korišćenju električne energije. Sledeći korak biće stvaranje inteligentne energetske mreže, što će omogućiti zgradama razmenu akumulirane energije po potrebi.

 

Korak dalje u odnosu na ova očigledna polja razvoja, jeste uvođenje pametnih tehnologija u pružanje različitih javnih usluga građanima.

 

Kako se starost stanovništva povećava, raste i potreba da se redefiniše način na koji se obezbeđuje medicinska podrška. Jedan od zanimljivijih primera je uvođenje pametnih satova koji informacije od svakog pojedinca mogu direktno da šalju do centara za hitnu pomoć. Na ovaj način, medicinsko osoblje može da locira osobu u nevolji kao i da unapred dobije podatke o njenom stanju.

 

Pametni gradovi smanjuju gužve u bolnicama i ambulantama tako što omogućavaju zakazivanje sastanka sa lekarom, procenu kvaliteta pruženih usluga, kao i pristup elektronskom medicinskom kartonu.

 

Pored medicinskih usluga da ne zaboravimo i one administrativne, koje mogu da budu izvor frustracija, naročito u velikim gradovima. Stanovnici Moskve, na primer, mogu na daljinu da dobiju mnoge usluge od lokalnih uprava, a takođe mogu da učestvuju u glasanju o odlukama koje je vlada Moskve stavila na javne portale.

 

Još jedno bitno pitanje urbanih sredina je i pitanje bezbednosti. Ovde postoji mnogo načina kako pametni gradovi mogu da poboljšaju kvalitet života svojih sugrađana. Neki gradovi u Rusiji koriste interfone kao dvosmerne kanale komunikacije kada je bezbednost u pitanju. Držeći prst četiri sekunde na tasteru interfonske slušalice, stanovnici grada Lipetsk mogu da prijave vanredne situacije, prekršaje u dvorištima ili hodnicima i razne kućne kvarove. U vanrednim situacijama interfon se koristi kao zvučnik koji omogućava vlastima da obaveste stanovnike o hitnim slučajevima.

 

Kao kruna svega, pametni gradovi imaju konkurentske prednosti koje im mogu pomoći da budu atraktivniji za investitore. Oni koji uspešno implementiraju najnovija znanja i tehnologije mogu da postanu zanimljiv poligon za kompanije koje implementiraju inovativna rešenja.

 

 

 

Da li pametni gradovi imaju i pametne puteve, kako tehnologija može poboljšati iskustvo na cestama?

 

IoT tehnologija (senzori, kamere i radari) na putevima, služi da prikuplja podatke koji mogu da se analiziraju u skoro realnom vremenu, a onda iskoriste za poboljšanje i pojednostavljenje protoka saobraćaja.

 

Primenom još jednog rešenja, elektronske putarine, takođe se smanjuje zagušenje u saobraćaju. Pametna rešenja automatski prepoznaju registarske tablice i naplaćuju putarinu na autoputevima bez zaustavljanja ili usporavanja vozila.

 

Pametni putevi su izuzetno korisni i za održavanje bezbednosti tako što prate kretanje vozila, pešaka i biciklista. U slučaju nezgoda ili zločina na ulici, pametni uređaji odmah upozoravaju službe koje treba da reaguju.

 

Prikupljene informacije mogu da pomognu i u otkrivanju problematičnih područja sa velikim brojem sudara. Tako gradovi utvrđuju da li bi lokacija imala koristi od kružnog toka, pešačkog prelaza ili semafora.

 

Na kraju, pametna infrastruktura pomaže i u smanjenju emisije ugljenika optimizacijom protoka saobraćaja kako bi se izbegao prazan hod motora.

 

 

 

Koje tri „Shocking facts“ iz prakse pamentnih gradova biste podelili sa nama?

 

Možda ih ne možemo nazvati šokantnim, ali su svakako zanimljive, inovativne i korisne.

 

Prva nam dolazi iz Ujedinjenih Arapskih Emirata. Dubai trenutno ima tri autonomne policijske stanice u kojima ljudi mogu da plate kazne ili prijave incidente bez razgovora sa nekom osobom.

 

Amsterdam ima pametno osvetljenje sa LED svetlima koja se mogu prigušiti. Pešaci i biciklisti, međutim, mogu da koriste aplikaciju da pojačaju svetlost kada prolaze, a svetla se sama priguše nakon što prođu.

 

U Barseloni, pametne kante opremljene usisavačima usisavaju otpad u podzemno skladište, smanjujući neprijatne mirise i broj izlazaka na teret kamiona za sakupljanje otpada. Zbog toga, ne možemo da prenebregnemo činjenicu da je sajber bezbednost krucijalno pitanje za pametne gradove. Ono što pokazuju iskustva do sada jeste da ulaganja u digitalnu bezbednost u pametnim gradovima zaostaju, i to dovodi do ranjivosti IoT ekosistema.

 

Enkriptovanje podataka, upravljanje ključevima za šifrovanje, ugradnja sigurnih uređaja, slabo razumevanje socijalnog inženjeringa i nedostatak zaštite od DDoS napada samo su neka od ključnih pitanja koja pojačavaju sajber pretnje u ekosistemima pametnih gradova.

 

Da bi pametni gradovi bili efikasni i održivi neophodno je da učenje o svim pretnjama koja mogu doći sa Interneta bude kontinuirano kao i da jednom uspostavljeni preventivni i korektivni mehanizmi budu predmet stalnog revidiranja i poboljšavanja.

 

Ključno je zapravo da gradovi shvate da je ulaganje u mere zaštite i kontrole investicija koja se na duži rok višestruko isplaćuje.

 

 

 

Da li uspešna primena koncepta pametnih gradova zahteva i edukaciju i evoluciju „mindset“-a građana? Da li postoji dobar primer u svetu na ovu temu?

 

Iako ne postoji univerzalan recept šta vlast treba da učini da svoj grad učini pametnim jedno je sigurno – grad postaje zaista „pametan“ tek kada su svi stanovnici za to spremni. Vodeći pametni gradovi prepoznaju važnost podrške građanima svih uzrasta pa tako organizuju radionice za upoznavanje sa digitalnim alatima i formalne obrazovne programe kako bi pomogli u stvaranju radne snage budućnosti.

 

Takođe, za uspeh implementacije novih rešenja neophodno je da se uključe kompanije, start-upovi, univerziteti i šira javnost da bi uvidi, ideje i povratne informacije bili raznoliki. Pozitivna posledica toga je da građani pokazuju veću zainteresovanost i posvećenost kada im se pruži prilika da učestvuju u dizajniranju i odlučivanju o budućnosti.

 

Jedan od veoma dobrih primera je Atina. U periodu 2010-2011, Atina se suočavala sa velikim finansijskim i socijalnim problemima. Dodatan problem bila je struktura zaposlenih u državnim službama koji su bili naučeni da rade u svojim uskim okvirima bez preterano razvijene saradnje među institucijama. Poverenje u gradske vlasti beležilo je svoje najniže nivoe kada su stvari postale još zamršenije. U migracionom talasu 2015-2016, u Atinu je došlo 300.000 sirijskih izbeglica.

 

Atina je započela svoje napore sa idejom da pametni grad nije skup platformi i alata već da je reč o sveobuhvatnoj promeni. Ceo projekat započet je sa jasnom mapom puta, odabirom alata, kao i uspostavljanjem pozicije Generalnog Direktora za Digitalne tehnologije.

 

Gradskim čelnicima Atine bilo je jasno da ne mogu sami sve da reše pa su u startu stvorili brojna partnerstva sa privatnim sektorom i univerzitetima od kojih su zatražili pomoć u pronalaženju i primeni rešenja.

 

Stvorili su živu strategiju usredsređenu na rešavanje stvarnih problema sa kojima se suočavaju stvarni građani, uključujući ulaganje u infrastrukturu, jačanje digitalnih veština starih i nezaposlenih, pružanje i koordinaciju podrške izbeglicama i jačanje angažmana građana putem društvenih mreža.

 

Nekoliko godina kasnije, Atina je dobila nagradu za evropsku prestonicu inovacija 2018. godine.

 

Grad je iskoristio partnerstva da iznedri konkretna rešenja koja su, sa svoje strane, uticala na povećanje poverenja građana i generalno prihvatanje savremenih tehnologija.
