Benefiti „mini Šengena“ za privrede u regionu

 

Business Intelligence Institute, u saradnji sa Institutom za Evropske poslove je organizovao panel na temu Benefiti mini Šengena za privrede u regionu. Panelisti ove važne teme su bili: gospodin Uroš Momirović, CEO, Mona, gospodin Mihailo Vesović, direktor Sektora za strateške analize, usluge i internacionalizaciju, PKS i gospođa Andrea Hochhuber, Head of the Economic Section, delegacija EU u Srbiji. Moderator panela je bio gospodin Milan Ćulibrk, glavni i odgovorni urednik NIN-a.

 

Iako se dosta govori o mini Šengenu, čini se da realni sektor nije do kraja upućen o potencijalima koje on donosi. Inicijativa balkanski „mini Šengen“ stvorena je s ciljem eliminisanja prepreka slobodnom kretanju ljudi, roba, usluga i kapitala u regionu, odnosno sa ciljem kreiranja regionalnog tržišta. Nju su pokrenuli predsednik Srbije i premijeri Albanije i Severne Makedonije potpisivanjem zajedničke deklaracije o regionalnoj saradnji i smatra se da sve dok sve zemalje zapadnog Balkana ne budu aktivne u ovoj inicijativi, nije moguće videti njene pune efetke.

 

O potencijalu ovog zajedničkog tržišta govori i činjenica da region Zapadnog Balkana broji 18 miliona stanovnika (slično broju stanovnika Holandije) i čine teritoriju nešto manje površine od Rumunije.

 

Iako je pandemija ovu inicijativu stavila u drugi plan, čini se da sa izazovima koje pandemija donosi, ova tema postaje još važnija u regionu.

 

Važne činjenice o regionu Zapadnog Balkana i potencijalima koja ova inicijativa donosi:

 

  • Mini Šengen nadograđuje i intezivira inicijative sadržane u okviru CEFTA sporazuma i naknadnog Berlinskog procesa, usmerenog na potpunije sprovođenje Akcionog plana za zajedničko regionalno tržište, koji je usvojen na prošlogodišnjem samitu Zapadnog Balkana u Sofiji, u novembru;
  • Na graničnim regionalnim prelazima prosečni transportni kamion se zadržava od 0 do 8h. Procene su da svaki sat čekanja košta oko 50 evra. Pored navedenog, usled nepredvidivosti, postoje i oportunitetni troškovi, kao što su: česta nemogućnost „just in time“ pristupa u proizvodnji. Ovde su više nego jasni benefiti koje bi dodatna liberalizacija omogućila;
  • Kao jedan od predloga privrednih komora, ističe se mogućnost izjednačenja cena poštanskih usluga, tako da se ceo region posmatra kao domaći saobraćaj (po uzoru na Sporazum o romingu koji je potpisan u Beogradu 2019. godine, na Digitalnom samitu). Iako na prvi pogled deluje da bi se smanjili prihodi poštanskih operatera, na srednji i duži rok ona vodi većem obimu saobraćaja, povezivanju tržišta i većoj regionalnoj trgovinskoj razmeni, naročito u segmentu elektronske trgovine. To bi takođe imalo pozitivan uticaj na konkurentnost kompanija koje se bave e-trgovinom u regionu, čime bi se naše kompanije pripremile za tržište EU.
  • Lokalna obrazovna struktura stanovništa je problematična, te potencijali u regionu omogućavaju veću mobilnost kadrova, a time potencijalno i veću zapošljivost, a sekundarno i manji odliv mozgova. Moguće je restruktuirati region da se određene oblasti u regionu specijalizuju za određene poslove. Ovo je jako važno sa aspekta demografije, koja ima svoje bitne ekonomske implikacije. Sa aspekta ljudskog kapitala, poseban aspekt ove inicijative se odnosi na ukidanje radnih dozvola u regionu, međusobno priznavanje licenci i sertifikata i završavanje kompletne administracije elektronskim putem, odnosno na veću radnu mobilnost;
  • Sa padom nezaposlenosti u Srbiji, za strane investicije više neće biti glavni motivator pogodnosti koje im država pruža, nego struktura dostupnog kadra. Pretpostavka je da će niža nezaposlenost uvećati obim visoko tehnoloških investicija. Privredne komore regiona tu takođe vide stvaranje regionalnog tržišta rada kao faktor koji ima pozitivan uticaj na razvoje svake pojedinačne ekonomije Zapadnog Balkana.
  • Stvaranje regionalnog digitalnog prostora, kako bi se Zapadni Balkan integrisao u panevropsko digitalno tržište, važan je segment plana. Sporazumom potpisanim na Digitalnom samitu u Beogradu 2019. godine je smanjena cena rominga u regionu, a u julu 2021. se očekuje da će se cena lokalnog i regionalnog poziva izjednačiti. Nakon toga, plan je da se radi na modelu da se na sličan način  Zapadni Balkan integriše u EU zonu gde ne postoji roming među članicama. Postepeno ukidanje rominga za stanovnike Zapadnog Balkana bi bio jasan signal da nas Evropska unija vidi kao svoj budući deo, stvarajući merljive ekonomske benefite, kako za građane, tako i privredu.
  • Pored veće liberalizacije u regionu, važna je i dalja liberalizacija i lakši pristup tržištu kompanijama regiona u njihovom poslovanju sa EU, jer je EU i dalje ubedljivo najveći trgovinski partner Zapadnog Balkana, čineći 69,4% ukupne robne trgovine u 2019. godini (82,9% ukupnog izvoza i 61,8% ukupnog uvoza).
  • Integrisano regionalno tržište predstavlja korak bliže ka tržištu EU, koje otvara brojne mogućnosti svakoj pojedinačnoj zemlji u regionu, ali i regionu na nivou svih zemalja;
  • Privredne grane za koje se očekuje da će najviše profitirati kroz ovu inicijativu su prehrambena industrija i poljoprivreda, proizvodnja delova za automobilsku industriju, elektro i metalska industrija, IT i telekomunikacije i turizam. Na svim ovim poljima Srbija ima znatan potencijal za unapređenje svoje privrede.

 

Prethodno navedeno ukazuje da je ekonomija najvažniji zajednički imenitelj za razvoj regiona, ali i kvalitetniju kulturnu i političku saradnju.
